Hybrid. The Alaska State Fire Marshal (Dept. of Public Safety, Division of Fire and Life Safety), as the designated State Building Official, enforces a statewide default code (13 AAC 50-55, based on 2021 I-Codes) for plan review of most buildings except detached 1-3 family dwellings; however, several large municipalities (Anchorage, Fairbanks, Juneau, and others) are 'deferred jurisdictions' that adopt and enforce their own locally-amended codes instead. Electrical and plumbing minimum standards are adopted separately by the Dept. of Labor & Workforce Development and apply statewide.
