Read the state coverage carefully

Colorado has no single statewide building/residential/fire/energy/mechanical code — home-rule and statutory municipalities/counties independently adopt and amend their own construction codes. The two genuine statewide-mandatory exceptions are electrical work (State Electrical Board sets a mandatory statewide minimum NEC edition) and plumbing/fuel-gas work (State Plumbing Board sets a mandatory statewide IPC/IFGC edition), both enforced locally but set at the state level. A statewide minimum stringency floor for local energy codes exists via HB21-1286, but it is not a single fixed edition. The Division of Fire Prevention and Control (DFPC) and Office of the State Architect (OSA) adopt model codes only for state-owned buildings and specific DFPC-regulated occupancies (schools, health facilities, limited gaming, etc.).

Authority: Colorado Dept. of Regulatory Agencies (DORA) — State Electrical Board and State Plumbing Board (statewide-mandatory); Colorado Energy Office (HB21-1286 energy floor); Office of the State Architect and Division of Fire Prevention and Control (state-owned/DFPC-regulated buildings only)
