Delaware has no single statewide adopting authority for all codes. Building, residential, and mechanical codes are adopted and enforced at the county/municipal level (local option). Fire and life-safety codes ARE adopted statewide by the Delaware State Fire Prevention Commission, using NFPA 1 rather than the ICC's IFC. Plumbing is adopted statewide by the Division of Public Health, and the energy code is adopted statewide by DNREC.
