Read the state coverage carefully

Hybrid. Fire code: the State Fire Council adopts the Hawaii State Fire Code directly by administrative rule under HRS §132-3 (exempt from standard rulemaking), and it takes effect statewide on its own, with counties permitted only to add permitting/administrative requirements on top. Building/residential/energy/plumbing/electrical codes: the State Building Code Council adopts a base model edition under HRS Chapter 107, but each of the 4 counties (Honolulu, Hawaii, Maui, Kauai) must independently pass its own ordinance adopting/amending that edition before it has legal force in that county — so no single statewide-enforceable edition currently exists for those families.

Authority: State Fire Council (fire code, direct statewide force); Hawaii State Building Code Council, Dept. of Accounting and General Services (model codes requiring county ratification)
