Read the state coverage carefully

Maine is a mixed model. Building/residential/energy/existing-building/mechanical codes are governed by the state-mandated Maine Uniform Building and Energy Code (MUBEC): municipalities with population 4,000+ must enforce the state-amended code; municipalities under 4,000 may voluntarily adopt/enforce it. Electrical code (NEC) is administered separately and statewide by the Electricians' Examining Board. Fire/life-safety codes (NFPA 1, NFPA 101, and related suppression/protection standards) are adopted by rule by the Office of State Fire Marshal and apply statewide, layered with local fire department enforcement.

Authority: Maine Department of Public Safety - Office of the State Fire Marshal / Bureau of Building Codes and Standards (MUBEC and fire codes); Department of Professional and Financial Regulation - Electricians' Examining Board (NEC) and Plumbers' Examining Board (plumbing).
