Read the state coverage carefully

Massachusetts is fundamentally a mandatory-statewide code jurisdiction for building/residential/energy/electrical/fire safety - the Massachusetts State Building Code (780 CMR) and the state fire, electrical, plumbing, and gas codes preempt local codes and apply uniformly (local departments enforce the state code rather than adopting their own). The one significant carve-out is energy: only the base IECC-derived code is mandatory statewide; the opt-in "Stretch" and "Specialized" energy codes are local-option, adopted municipality-by-municipality (roughly 300+ of 351 municipalities have opted in).

Authority: Board of Building Regulations and Standards (BBRS), Division of Occupational Licensure, for 780 CMR (building/residential/existing building/mechanical/energy-base/pool code); Board of Fire Prevention Regulations (BFPR), Dept. of Fire Services, for the fire code and electrical code (527 CMR); Board of State Examiners of Plumbers and Gas Fitters for plumbing/fuel gas (248 CMR); Dept. of Energy Resources for the opt-in Stretch/Specialized energy codes.
