Read the state coverage carefully

Mississippi has no general statewide mandatory building code. Per Miss. Code section 17-2-3, the Mississippi Building Codes Council adopts model codes only as discretionary statewide minimum codes that county/municipal governments may voluntarily adopt (home-rule/local-option). The one confirmed statewide mandate is the State Fire Marshal's Fire Prevention Code, which applies statewide but only to a narrow, enumerated set of occupancies, with a local-code opt-out.

Authority: Mississippi State Fire Marshal, within the Mississippi Insurance Department (statewide fire prevention code); Mississippi Building Codes Council (discretionary/local-option general model codes).
