Read the state coverage carefully

Missouri is a strongly home-rule state with no general statewide building, residential, fire, mechanical, plumbing, fuel-gas, or energy code — the MO Division of Fire Safety's own FAQ states Missouri does not have a statewide fire code and that fire and building codes are adopted at the local level. The only genuine statewide code mandates are narrow, occupancy/industry-specific: NFPA-standard fire/life-safety requirements for state-licensed health and residential-care facilities (hospitals, ICF/SNF nursing homes, residential care/assisted living facilities, and DMH-licensed community residential/day programs), enforced by DHSS and DMH; and a statewide LP-gas storage/handling code enforced by the MO Department of Agriculture. A 2024-2025 legislative push (the Missouri Building Codes Act, HB 2870/HB 939/SB 743) to create a true statewide baseline code failed.

Authority: Missouri Department of Health and Senior Services (hospital, ICF/SNF, and RCF/ALF physical-plant and fire-safety rules); Missouri Department of Mental Health (licensed residential/day program fire safety); Missouri Department of Agriculture, Division of Weights, Measures and Consumer Protection (LP-gas code); Missouri Division of Fire Safety (inspects the above state-licensed facilities but sets no general code). No agency has general statewide building-code authority.
