Read the state coverage carefully

Nebraska uses a mixed model. Electrical (NEC) and energy (IECC) codes are true statewide mandates set directly by statute. General building/residential code (IBC/IRC/IEBC) is a hybrid: the Legislature has adopted a default state building code, but any county/city/village may instead adopt its own code that conforms generally to the state code — the state version becomes the enforced code by default only after 2 years without local action. Fire and life-safety code (NFPA 1/NFPA 101) is a State Fire Marshal-administered code enforced statewide (with authority delegable to local fire officials) primarily over public/institutional occupancies.

Authority: Nebraska State Electrical Division / State Electrical Board; Nebraska Department of Environment and Energy, Division of Weatherization and Energy Efficiency (Nebraska Energy Code Act); Nebraska Legislature (state building code, Neb. Rev. Stat. §§71-6401 to 71-6406); Nebraska State Fire Marshal (Title 153 NAC).
