Read the state coverage carefully

New Jersey operates a strongly mandatory, uniform statewide construction code (Uniform Construction Code, N.J.A.C. 5:23) administered by the NJ Department of Community Affairs, Division of Codes and Standards, under which municipalities have no authority to amend or opt out of the technical subcodes — enforcement is local (municipal construction officials), but the code text itself is uniform statewide. Separately, DCA's Division of Fire Safety administers the New Jersey Uniform Fire Code (N.J.A.C. 5:70), also mandatory statewide with uniform text and mixed state/local enforcement.

Authority: NJ Department of Community Affairs (DCA), Division of Codes and Standards (UCC subcodes); NJ DCA Division of Fire Safety (Uniform Fire Code); NJ Department of Health (healthcare facility licensing standards referencing NFPA 101).
