Read the state coverage carefully

New York State (outside New York City) operates a mandatory, uniform statewide Uniform Fire Prevention and Building Code administered by the Department of State, Division of Building Standards and Codes. Municipalities enforce the code locally but cannot substantively deviate from the state-adopted text. New York City maintains its own entirely separate NYC Construction Codes and NYC Fire Code under the City Charter, which is out of scope for this statewide research project.

Authority: New York Department of State (DOS), Division of Building Standards and Codes.
