Read the state coverage carefully

Oregon is a mandatory statewide code state — not home-rule — for construction and fire codes. Under ORS Chapter 455 (building) and Chapter 479 (fire), the Building Codes Division and Office of State Fire Marshal each promulgate a single specialty code set applied uniformly statewide; local governments enforce but generally cannot weaken or substitute the state code. Licensed health-care facility life-safety rules are a separate, narrower program-specific layer administered by the Oregon Health Authority.

Authority: Oregon Building Codes Division (BCD), Dept. of Consumer & Business Services; Oregon Office of State Fire Marshal (OSFM); Oregon Health Authority (OHA), Public Health Division (licensed facilities only).
