Wyoming is not a pure home-rule state with zero statewide codes, as commonly assumed. The Council on Fire Prevention and Electrical Safety in Buildings holds genuine statewide code-setting authority (Wyo. Stat. Title 35, Ch. 9, Art. 1), with a local-enforcement delegation mechanism (35-9-121) letting qualifying municipalities/counties enforce their own equivalent-or-stricter code in place of direct state enforcement -- but the state-adopted edition is the statewide floor everywhere, including areas with no local enforcement authority.
